What Topic 151 says
When the IRS proposes a change or a collection action, it sends a report or letter that explains it and how to ask for a conference. The Independent Office of Appeals reviews disputes; conferences are informal, and you can represent yourself or have an attorney, CPA or enrolled agent do it.
What to do
Wait for the letter and read it fully. If you agree, nothing else is needed. If you disagree, follow the steps in the letter, keep its deadline, and gather the records that support your return.
What the IRS does not publish
The IRS does not publish when the tracker links to Topic 151. Your account transcript shows what changed: for example a code 290 or 291 adjustment, or a code 898 offset.
Questions people ask
Will I still get a refund?
Often yes, in a different amount. The letter shows the new figure and why.
